Development in upgradation case in provincial government is a good sign. May ALLAH give courage to other provinces to act as KPK so that the stenos community can work peacefully with open heart.
The delay of upgradation of the posts of Provincial Government's Stenographers could cause discontentment and frustration in the social set up. A ruling of Chief Justice and two other Judges of Supreme Court of Pakistan in Civil Appeal No.427 of 2005 titled "Mehar Muhammad Nawaz (appellant) Vs M.D. Small Business Finance Corp. etc. (respondents) decided on 23.10.2008, published in 2009 SCMR 187, reproduced as under:-
"2009 SCMR 187. While dealing with the case where the aggrieved party had alleged discrimination, the Court could not overlook the implication thereof---Equal treatment of all similarly situated was the basic principle on which rested under the law---If evenhanded justice was not administered, same could have many adverse and negative effects on a society and could cause discontentment and frustration in the social set up and there could be no denial that social justice was an objective and enshrined in the Constitution".
All Provincial Stenographers are frustrated due to discriminated attitude of Provincial Governments.
I, therefore, on behalf of all Provincial Stenographers, through this Forum, humbly request to all Chief Ministers to upgrade the posts of Stenographers in letter and spirit of Finance Division's Notification dated 23.12.2011 to maintain equity as per Article 25 Constitution of Pakistan 1973 read as:-
"EQUALITY OF CITIZENS. All Citizens are equal before Law and are entitled to equal protection of Law".
Mughal Sahib, it seems that we are only two stenographers in Pakistan a who wants justsic according to Article 25 of the Constitution of Pakistan. No one has appeared on this forum and give thie comment. My comments tease the peoples because the truth is always bitter, hence, I tried to avoid giving comment in detail and remained reserved while commenting. The equality of citizens is not being maintained in Pakistan only disparity/discremination is available, so pray to GOD for help.

Secretary Establishment Department Government of Khyber Pakhtunkhwa is going to prepare summary for the approval of Cheif Minister. INSHALLAH Up-gradation in provinces will be done soon.

I earlier request you that Secretary Establishment/Finance Division, Islamabad should write letter to all Chief Secretaries for implementation of Notification of Finance Division, Islamabad as per new service rules of Establishment Division to maintain equally in all over Pakistan Federal/Provincial Stenographers.
On 27 February 2012, three PPP MPAs of Punjab Assembly namely Uzma Bukhari and Shaukat Basra (3rd name not known to me) have filed Tehreek in Punjab Assembly for upgradation of the posts of Stenographers in Punjab and Tehreek is included in running session of Assembly.
I, on behalf of all Stenographers of Punjab salute to all these three MPAs who have put our this most important issue in Punjab Assembly. I hope these MPAs now will pressurize the Speaker of the Assembly for implementation of Finance Division Notification, Inshallah.
Chohan Sahib, you are right to say that in our society discrimination spread altogether. No equal treatment is being done in all Pakistan for all citizens. The salaries of the employees of Banks, PIA, Suigas and like other departments in Pakistan are on higher side and salaries of employees of Government Departments are very lesser than. The living standard of the employees of Banks, PIA, Suigas are like to King and living standard of government employees are just like a Faqeer. What is this? This is a discrimination, due to which the employees of government departments are frustrated.
Ansar Bhai, I am not disapointed, but facts are facts. I am already working B-.16 since 1996 and moveover to B-17 also and reverted in 2001 as per Government policy. I have been enjovey B-17 in all respect and worked always with officers in B-20. Hence these are minor things for me, I just talk truth. Now,it seems that all decisions regarding upgradation are remained only on forum. Because after 14th of Fabruary, no information from federal side is known to anyone. But from Provincial corner some developments are in progress. May ALLAH help us for our rights, I am afraid that this forum may not be shutdown due to lake of public interest.
