STENOGRAPHERS UPGRADATION IN PUNJAB LETTER TO THE EDITOR BY SHAFIQUE MUGHAL

مکرمی! سپریم کورٹ کے حکم پر وفاقی گورنمنٹ فنانس ڈویژن اسلام آباد نے وزیراعظم کی منظوری سے سٹینو گرافر اور پرائیویٹ سیکرٹریز کے سکیل اپ گریڈ کئے تھے اور اس سلسلے میں باضابطہ نوٹیفکیشن نمبر F.No.19(55) Legal-II/2011- 1055 مورخہ 23-12-2011 کو جاری ہو چکا ہوا ہے مزید نوٹیفکیشن کی کاپیاں تمام چیف سیکرٹریز/ فنانس سیکرٹریز کو عمل درآمد کیلئے باضابطہ طور پہنچ چکی ہیں لیکن پنجاب گورنمنٹ نے ابھی تک صوبائی سٹینو گرافرز اور پرائیویٹ سیکرٹریز کے سکیل اپ گریڈ نہیں کئے جوکہ انصافی ہے جبکہ 11 ماہ کا عرصہ گزر چکا ہے۔ جبک خیبر پی کے کی گورنمنٹ نے اپنے صوبائی سٹینو گرافرز/ پرائیویٹ سیکرٹریز کے سکیل مورخہ 23-12-2011 سے اپ گریڈ کر دئیے ہیں اور باضابطہ نوٹیفکیشن نمبر FD/SO (FR) 10-22/2012 مورخہی 19-06-2012 کو جاری ہو چکا ہے۔ آئین کی آرٹیکل 25 کے مطابق ”پاکستان کے تمام شہری قانون کی نظر میں برابر ہیں اور قانونی تحفظ کے مساوی طور پر حقدار ہیں“ اس زمرے میں جناب چیف جسٹس سپریم کورٹ آف پاکستان کی رولنگ موجود ہے جوکہ 2009 SCMR 187 ہے۔جناب محترم وزیراعلیٰ شہباز شریف صاحب جوکہ خادم اعلیٰ ہیں درخواست ہے کہ پنجاب کے سٹینو گرافرز اور پرائیویٹ سیکرٹریز کے سکیل مورخہ 23-12-2011 سے سپریم کورٹ/ فنانس ڈویژن کے حکم کے مطابق اپ گریڈ کئے جائیں۔ شکریہ(محمد شفیق مغل سٹینو گرافر 0300-4649502)

Pre-mature Judgement


MAINTENANCE OF RECORD OF SERVICE I.E. HISTORY OF SERVICE AND LEAVE ACCOUNT, ETC. AT AUDIT OFFICE AND ISSUANCE OF PAY SLIP BY AUDIT OFFICE OF GOVERNMENT SERVANTS FROM BPS-16 AND ABOVE (NOTIFIED IN THE GAZETTE/GAZETTED) UNDER SR-196 & SR-215(a).



All the Stenographers (BPS-16) may be requested to got forward their Record of Service i.e. Service Book and Leave Account duly completed from their departments to their respective Audit Offices for maintenance of their Record of Service i.e. History of Service and Leave Account and issuance of their Pay Slips under the following rules and regulations: -

S.R. 196.
A record of the services of a gazetted Government servant will be kept by such audit officer and in such form as the Auditor General may prescribe.


S.R.    215(a).
The leave account of a gazetted Government servant shall be maintained by, or under the direction of, the principal auditor responsible for the audit of his pay.


RECORD OF SERVICE

B-16 and above Government Servants (S.R. 196):

The record of the service of a BPS-16 & above officers is kept by the respective audit officer in such form as may be prescribed by the Auditor General of Pakistan.  In pursuance of these powers the Auditor-General has decided that a ‘History of Service’ will be maintained for every gazetted officer, which will contain the following information:-

Name; Qualification; Date of birth; Date of joining service; Domicile; Province of origin; Mother tongue; Stations of appointment; Dates of officiating substantive appointments; Leave and suspensions, etc.

Any literary work done by the Government servant or any title conferred upon him are also mentioned therein.

Respected Sir,

                        It is submitted that on upgradation of the post of Stenographer from BS-15 to BS-16 with effect from 23.12.2011, vide Finance Division (Regulation Wing)’s O.M. No. 19(55)Legal-II/2010-1055 dated 23.12.2011 (copy enclosed), the posts of Stenographers in the ______________________ were upgraded alongwith incumbents accordingly, vide _________’s notification No. __________ dated ___________ (copy enclosed), I assumed the charge of the upgraded post, vide __________’s Charge Assumption Notification No. ______________ dated __________ (copy enclosed alongwith charge assumption report).

2.         It is further submitted that under SR 196 & SR 215(a), the Record of Service i.e. History of Service and Leave Account of gazetted Government servants are required to be maintained at audit office, therefore, the following relevant required documents are attached (in triplicate) : -

(i)            Specimen signatures duly attested.

(ii)          Finance Division (Regulation Wing)’s O.M. No. 19(55)Legal-II/2010-1055 dated 23.12.2011.

(iii)         _________’s notification No. __________ dated ___________ regarding upgradation of the post of Stenographers.

(iv)         __________’s Charge Assumption Notification No. ______________ dated __________.

3.         In view of the above, it is requested that the Record of Service i.e. Service Book, Leave Account and relevant notifications/documents, etc. duly completed may kindly be sent to AGPR (GA-IV Section), Islamabad through DDO, ________ for maintaining Record of Service i.e. History of Service & Leave Account, etc. at their level and issuance of Pay Slip.
