DEPARTMENTAL APPEAL

PERSONS WHOS ALREADY IN BPS-14/16 MAKE AN APPEAL TO THE HEAD OF DEPARTMENTS MENTIONING THAT THEY ARE NOT BENEFITED FINANCIALLY. THEY MAY BE GRANTED TIME SCALE FROM BPS-14 TO BPS-15 AND BPS-16 TO BPS-17 WITH A LENGTH OF 3 YEARS SERVICE FOR THEIR CAREER PLANNING. THE DEPARTMENT CONCERN MAY FORWARD THEIR APPLICATION TO THE ESTABLISHMENT DIVISION FOR FURTHER NECESSARY ACTION AT THEIR END. ( THESE ARE THE STEPS TO FIGHT THE CASE IN THE COURTS).

  1. AOA, Is it decision of Government or comments only, because there is no such provision in Finance Division Orders?. If it is Establishment or Finance Division's decision then there should be no hasitastion for any persons or departament doing so.Please clear the situation. Departaments are only granting B-14 and B-16 and nothing doing about for B-14 and B-16 employees. The premataure increment is also not clear, only FST decision is available, yes the Government has not file CPL against this and it has become time barred case.

  2. Attention Khalid Sahib,
    Please clarify whether the Establishment Division was negotiated by you about appeal for grant of Time Scale to the Stenos from B-14 to B-15 and B-16 to B-17.If so, then please supply the orders of Establishment or any other reference under which we may submit our appeal to our Head of Department.I hope you will early do the needful.Thanks for your sincere struggles for stenos community.

I agreed with the comments of Mr.Sabir Chauhan Suhaib,and Mr.Aslam Suhaib,Khalid Raiz Suhaib your strggle for the upgradation of stenographers mentioned in the gold word in the history of pakistan ,if copy of letter /notification of negotiation advised issued from the Establishment division if possible may please be provided a copy of the same to enable us in the bases of which we can all are not benefited financially submits our appeals applications to our heads of departments for further necessary action.

  4. Dear Colleagues, I am thankful to Mr.Khalid Riaz for conducting me and informing about further process. As per discussion with Khalid Bhai, all the stenos already in B-14 and B-16 are requested to submit their appeals to their departments who will forward to Estt.Division for clarification stating that according to Finance Division letter dated 23.12.2011 I have not been granted any benefit because, I am already drawing pay in B-14 or B-16 as the case may be, hence I may be granted one grade above,so I may be able to get the benefit of up gradation. As desired by Khalid Bhai, this has been discussed with authorities. I thanks once again to Khalid Bhai.

  5. Attn: Mr. Khalid Riaz Sahib. After issuance of Notification dated 23.12.2011 by Finance Division, Islamabad, all Provincial as well as AJK Chief Secretaries and Finance Secretaries are reluctant to implement the upgradation notification. More than 3-weeks has been elapsed but uptil now, no Provincial/AJK Finance Secretary put up the case to their respective Chief Minister for approval. Sir, this is an alarming issue and provincial employees are upset due this situation. I know you made lot of efforts, given time as well as spent huge money for upgradation of Stenographers but you should help to provincial Stenographers.

    Khalid Sahib, I once again request you to kindly look into the matter and help us and convene a meeting with Establishment/Finance Division for pressurizing Provincial/AJK Chief Secretary for early implementation of notification of Finance Division with letter and spirit w.e.f. 23.12.2011.

  6. I congratulate to the stenographers, with the hope that now we should be united and to get implemented the said letter by the Government of the Punjab. I hope that the implementation can only be possible with complete unity. I may also be informed about the latest position of up gradation of stenographer by the Punjab Government.

  7. By taking this opportunity, I would like to have my own problem, with the hope to help me if there is a solution based on notification with some one.


    It is stated that I have been working as Stenographer in BS-12, was granted BS-15 as Selection Grade w.e.f. 12/1/1988 (copy enclosed) on the basis of my seniority maintained for the Stenographers of BS-12. Lateron, as per Move Over Policy, I was allowed Move Over BS-16 (2535-197-5490) w.e.f. 1/12/1994. On 1/12/1997, I reached at the maximum of his Basic Pay Scale BS-16 as Move Over i.e. Rs.5490/-.

    Accordingly, I was allowed Move Over BS-17 (3880-290-7360) vide Executive District Officer Agriculture Vehari, (copy enclosed) w.e.f. 1/12/1998, but the District Accounts Officer Vehari, refused to fix the pay with the plea that BS-17 cannot be grated as Move Over to a Non-Gazetted official. Therefore, I could not avail the benefit of BS-17 as Move Over. Accordingly, the annual increments due to me on 1/12/1998, 1/12/1999 & 1/12/2000, could not be granted being at the maximum of BS-16 as Move Over.

    It is stated that as per Move Over Policy, consecutive/successive Move Over can be accorded to the employees of BS-1 to BS-15, but in my case, the District Accounts Officer Vehari, is not admitting the order for grant of Move-Over BS-17.

    It is stated that as per H.O. No.FD.PC-1-1/77 dated: 31-1-89, issued by the Government of the Punjab Finance Department, it has been cleared by informing to the Under Secretary, “Will the Under Secretary (S.III) Govt. of the Punjab SGADI Deptt: kindly refer to his H.O. No. R&A (SGA&ID) 319/84/ ( C ) dated 4-12-1987, on the subject noted above. Administrative Department is advised that the restriction of two or more successive Move Over applicable to the employees in BS-16 & above only.” (Copy enclosed)

    Further, as per S.O. (Tech) 2-97/95, Dated 3-2-1998, Government of the Punjab, Punjab Small Industries & Mineral Dev. Department in response to the Managing Director Punjab Small Industries Corporation Lahore, clarification, it has been informed that “I am directed to refer to your letter No. PSIC/ Admn /A.D. (A)/ Misc-219/9645, dated 15-1-1998, on the subject cited above and have to clarify that since the official is working as Stenographer BS-12 and drawing pay in Selection Grade BS-15, is not an officer of Grade-16 and above, therefore, he is entitled for Successive Move Over as the restriction of 2 or more successive Move Over applies to the employees in BS-16 & above only, in accordance with the instructions of Finance Department contained in their U.O. No. FD.PC-8-1/77, dated 31-1-89” (Copy enclosed).
    Now your honour is approached to kindly have an authentic advice from the competent authority, so that I may able to get the financial benefits due to me.
