RECRUITMENT RULES APPROVED BY THE SECRETARY ESTABLISHMENT DIVISION
THE RECRUITMENT RULES OF STENOTYPIST, STEOGRAPHERS AND PRIVATE SECRETARIES ARE APPROVED BY THE SECRETARY ESTABLISHMENT DIVISION. BELOW BPS-15 WILL BE PUBLISHED SOON AND BPS-16 AND ABOVE WILL BE SEND TO THE FEDERAL PUBLIC SERVICE COMMISSION FOR CONCURRENCE.

ReplyDeleteMore than one month has been elapsed for issuance of Notification of Finance Division but uptil now, no provincial government/AJK has implemented the notification of Finance Division. This situation is very shameful for provincial Chief Ministers. Now, we all provincial Stenographers should made a protest against their respective provincial governments because, it is clear, they will not upgrade the Stenographers without any agitation. All Stenographers Association in the Capital City/respective Secretariat of Province/AJK should call strike and conduct press conferences calling Pakistan's Leading Electric Media as well as Print Media. Union is the Strength.

ReplyDeleteI have been observing Mr. Shafiq Mughal's desperation comments for the last six weeks regarding the upgradation of steno's case and I think he is in a hurry position that all the provinces of the country immediately implement the upgradation policy as laid down by the Govt. of Pakistan, Finance Division, Islamabad. No doubt Mr. Mughal that every person who belongs to steno's community are waiting for a quick reaction/implementation from the provinces governemnt. But my dear brother you have hope for a better and also BELIEVE IN GOD who is our RAZIK. ALLAH TAULA NY HAR CHEEZE KA EK WAQAT (TIME) MUQARAR KAR RAKHA HA, JAB US KI MARZI HO GI SAB KAAM ALLAH KAY FAZAL SY HAMARAY SEEDHAY HO JAYE GAY.
Plz dont mind from my comments. I dont want to hurt you. But I just want to advise you for a little patience.

Dear Yasir Hameed Sahib,
DeleteAOA. Hope you will be OK. I am in some problem. There is quota of Head Clerks & Stenographers for promotion as Superintendent with ratio 1:1. It is turn of Head Clerk for promotion as Superintendent, but none of Head Clerk is eligible. Is in your notice any rule / judgement of any court that if none of category (Head Clerk) is eligible for promotion to higher post, then next category may be promoted. Kindly advice me in this regard.

Aslamo Alaikum colleagues, the suggestion of Mr.Mughal Sahib is late but appreciable without this our problems will not be solved in Provinces and even in Federal because Unity becomes strength. No one is taking care for solving the problems of stenos, anomalies are being created and delay tacats are shown in implementation. Why in one stroke all anomalies are not being completed?. One by one clarifications are issued, implimentation has been made a Kashmir issue and is being dealt with as Indo-pak dialogues. We all are Govt. employees and well known about the procedures of summery writting and thereon getting approval of the authority. I think it is being done delebrately to tease the stenos. Till today stenos already in B-14 and B-16 have not been granted B-15 and B-17, being serior they are being ignored and no benefit of upgradataion is given to them. All the stenos in provinces are suffering and conscious about the implementation.

Aslamo Alaikum, Yasir Bhai U R right but Mughal Sahib is no wrong because with believe on GOD human's struggle is must. A friend of mine is being retired form Govt. service on 15th February, 2012, he is already in B-16 and till today not a single panny is benefitted from upgradation. Please tell me what he will do, whether he will keep silience or do something like
ReplyDeletestrike/agitation in office or on road. Every body has his own circumstance under which he works. Hence instead of picking holes to others we must help him and pray for him so his problems will be solved by the grace of allah and thanks for keeping in touch with forum.

Dear I dont want to hurt any one and I am also very much curious about hearing the news of upgradation because I belong to Punjab province and I received a message from my colleague on 25.1.2012 that the summary for upgradation case of steno's is with the Secretary Finance for Chief Minister's approval and the second thing which is very important that every government reluctant to give financial benefit or to create hurdles especially for a lower scale employee. I fully agree to your's and Mr. Mughal's suggestion/comments that we should use the plateform of "PRESS" for our valuable rights as soon as possible but for this purpose we have to wait and see wether the province is ready or not. If the case is running in any province then we have to wait otherwise we should move in the court of law.

Dear Chuhan Bhai ,how r u,your comments saw today and it is come to my knowledge that you r aware and interested to achieve the last target of success,but it is very sorry to say that the establishment is not in favour of the ministerial staff ,decision given by the Honourable Supreme court of pakistan for the upgradation of the stenographers not the establishment and ,if struggle more for the legal rights in future then will be hoped only on the Honourable Supreme Court will be decided of the issues don,t trust on the establishment.

ReplyDeleteFirst of all, I thankful on the comments of Mr. Yasir Hameed at Sr.No.2 above and later on the comments of Mr. Chauhan at Sr.No.3 & 4. I slightly hurt on the comments of Mr. Yasir but not fully hurt. My comments are not desperation. My point of view is that when Government of Pakistan upgraded the posts of Stenographers then, why the provinces are playing tactics games. Only 4 to 5 crore rupees p.a. are required on the upgradation of Stenographers in Punjab as Financial Implication which is very small amount for Punjab Government. My Dear Yasir Sahib about 6 weeks have been elapsed but uptil now, no province/AJK has not implemented the orders of Governments of Pakistan/Court of Law. 6 weeks are sufficient for implementation. Upgradation case in Punjab is routing between Deputy Secretary (PC) and Finance Secretary but not being forwarded to Chief Secretary for onward transmission to Chief Minister for approval. The bureaucracy of Pakistan always hanging the cases of lower employees particularly Stenographers deliberately.
Anyhow, I hope, Inshallah with the Grace of Almighty Allah, all provincial Stenographers as well as AJK will upgrade, Inshallah. MUJHE ALLAH PAR MUKAMAL YAQEEN HA, ALLAH HUM SA 70 MAYON SAY ZIADIA PIAR KARTA HA. WAISE B YEH RABI-UL-AWAL KA MAHINA HA AUR HAMARE NABI (SAWW) KI AAMID KA MAHINA HA. INSHALLAH ALLAH TALAH HAMAIN RABI-UL-AWAL K MAH MA KHUSHKHABRI DA GA. AAMIN.

ReplyDeleteFirst of all I thank to Mr. Mughal who wrote some comments for me. Mr. Mughal I just want to concey you a little message, as you know that after the 18th amendment in the constitution, all the provincial governments has become powerful or you can say all the provinces are now independant, therefore, these provinces are delaying the matter. The second point which you riase is that the Finance Deptt: (Punjab Government) estimated the cost of this upgradation which is only 20.99 million p.a. which is sufficient and and thirdly according to my knowledge the case is in process with Finance Secretary, Punjab government for his approval and further transmission for final approval of the C.M.. Today, I was talking to my friend who is working in C.M. Secretariat Punjab about this upgradation, he just told me that the case is moving very slow as you know in these days the PIC case is in the air and the bureaucracy is hesitating to move this case for final approval of the C.M. but he is assure and hopeful that the case will be finalized soon. Lastly I am fully agree with you that the bureaucracy has always been playing tactics with the lower scale employees and try to press C or D cadres of employees but the only way to get our rights is that we have to fight for our valuable rights either in the shape of strike, press conference or in the court of law i.e. judiciary.
In the end I am hopeful that our efforts and struggle will come true, INSHALLAH. WESAY BHI IS RABI-UL-AWWAL KAY MAHEENAY KI BARKAT SY INSHALLAH HAMARY SAB KAAM KHUSH ASLOOBI SY HO JAYE GAY.

Dear Yasir yesterday on 02.02.2012, I also talked with my friends at Finance Department and C.M. office, they are saying that case is with Finance Secretary as pending and he is not sending to Chief Secretary for onward submission to C.M. Punjab and S&GAD is showing some positive response. Bureaucracy is reluctant to implement the upgradation case, they will only do when we will push them, now, we should give them tough time.

Dear Yasir and Mughal Sahib, your exchange of views are positive and equal status, it seems that the upgradation case in punjab is in progress but, moving slowly. It means that Punjab Govt. wants to implement but delay tacts as habit of bureacuracy are being tried. So far as the reluctancy of auathorities is concern, it is not new for us, God forbad, they intend to implement in new budget which will not be good for stenos community. Hence, I would like to say your association all over punjab and pressurized the bureacuracy. The stenos in Press Information Department will be helpful, please contact them, if you think I am ready to go forward in person and in the shape of documentation availability.

ReplyDeleteDear Chauhan Sahibm in this scenario it is not clear that Punjab Government is wants to implement the upgradation because Finance Secretary is not sending the summary to Chief Secretary for onward transmission to C.M. Punjab. Actually, now-a-days, PIC issue is on the way and Punjab bureaucracy is reluctant to send the case before C.M. Punjab because they are afraid from C.M. Anyhow, please pray for early upgradation.

Dear my pray are always with all community, U R right Punjab bureacuracy is under pressure of CM and Federal bureacuracy is upper hand. In fact bureacuracy is creating problems by different way and tactes,like and dislike policy is adopted in both the provincial and Federal. Now a days every one is looking each other and don't want to help others e.g. B-15 has got B-16 and B-12 has got B-14 and already in B-14 and B-16 are suffering and have become joker before juniors. B-16 are not being declared Gazetted and on fixation premature increment is not allowed. Every thing is being treated as joke by the administration of each Department. Now, no hope for justaice in pakistan only God is helpful please pray to GOD only and only. I have been disappointed due to this injustice and carelesness situation.
