High Court is not a Government Department. Time Scale ka matlab sirf aik scale nahi hota time scale ka matlab yahi ha jo High court k order ma howa ha. Time Scale 4 tiers hota ha.... BS-16 ko agar time scale mile ga tu 3 or 5 years bad 17 phir 7 years bad 18, 19 and 20. matlab aik APS BS-20 ma retire hoga agar us ki promotion na bhi ho tu.....10% promtion quota k liye CPLA file kar diya ha..... Es se farigh ho kar Time Scale ka case fight karin ge. Apne name se aik waqt ma 2 cases nahi kar sakta.
Khalid bahi, thank u for valuable comments, it is true that the High court is not a government scale but we take example and example of Sr. Private Secretary Case. But nobody of this forum who ready to get writ in the court. The khalid Riaz also assured that he will support. But if the Khalid bahi free from 10% promotion quota, it will take time. KHALID BHAI PROBLEM IS THAT THIS IS NOT MENTIONED THE NOTIFICATION THAT AFTER HOW MUCH YEAR THE STENO-TYPIST BPS-14 WILL BE GRANTED TIME SCALE TO BPS-16 AND BPS-17. THIS IS CREATING A LOT PROBLEM FOR US TO CONVINCED OUR HEAD.

Most of the our colleagues are working in the PM secretariat and most of President secretariat but every body looking to Mr. Khalid Riaz that when will he be free and start struggle for time scale. Everybody want to start the case Mr. Khalid Riaz. But Khalid Riaz already informed to all that he has put another case in the court and it is not possible for him to writ the case in the court. AoA to all Assistant Private Secretaries (BPS 16). This is with reference to the one time pay scale of Assistant’s (BPS-16) non gazetted granted by federal government and to say that all the assistant’s in bps 16 got pay fixation with 5000 conveyence allowance and also taking late sitting but we APS due to gazzeted cannot claim late sitting as we are in BPS 16 as well. My question is this that can we approach finance division abt our conveyence allowance or late sitting as we r also in bps 16. Khalid bhai plz suggest something. Regards

AoA. My dear colleagues the budget is arriving soon. Steno community should approach to the concerned competent authority for upgradation / Time scale promotion as the clerk's have already been upgraded. Now this time is for stenos. The Govt should have to upgrade stenos in forthcoming budget.

Hi friends Senior scale stenographers of district judiciary kpk have approached Peshawar high court for 25% quota in superintendent promotion. Honable high court admit our petition and also issued stay order in our favor. Furthermore the case of upgraduation of Steno's are placed before cm kpk for final approval. I am approaching this forum after so many days because I am of the view that we talk too much and do nothing and that's why we are lagging so behind to all other cadres.
The struggle for upgradation was made by Mr. Khalid who himself is an APS but it is bitter fact that the maximum beneficiaries became P.S who were in absolute minority but they are enjoying benefits upto BS-20 and on the other main contributor APS just got a lollipop of one scale from BS-15 to 16, what a comedy of errors this is .
On another side of the story our Clerks fought their case so beautifully and an LDC who was in BS-5 have elevated to I think BS-11 (a jump of 06 scales, UDC from 07 to 14, a jump of 07 scales, an Assistant from 11 to 16, a jump of 05 scales),
Now we are in middle of nowhere and could not see any way through too, In my opinion we must not content with BS-16 because initially our demand was for BS-17, we must not leave our this very basic demand and must also go for time scale which we could not due to any reasons. But now it has been too late, but it is never too late to adopt the right way we must not go for any 10% quote or etc instead we must demand BS-17 with a time scale for all APS and likewise for Steno BS-16 for a time scale too, because in every government departments these 02 cadres performs the sheet anchor rule and no department or officer can run without them, we must know our power and strong points and then we can get anything because anything is possible with unity.
I request Mr.Khalid to kindly keep all of us in loop and share the way forward, we will share and support him fully.
Dear all friends First of all I m sorry for that I m going to write. Our case for upgradtion was mishandled by our hero Mr. Khalid himself. They done a mistake to accept upgradtion of BS 15 to BS 16. Further more he again done a mistake to file the petition for 10% quota in promotion of supritendent. We are going in a wrong direction. We should withdraw the case of 10% quota and then file fresh application for upgrading and time scale promotion of BS 17.

Dean Colleagues, AOA, The govt. of Pakistan is going to announce the Budget, but nobody approach to PM or Finance Minister for up-gradation of the APS of BPS-16 to BPS-17. It was a time for approaching to PM but nobody play a role. Everybody looking to Khalid Riaz for fighting the case. But, it clear that Khalid Riaz did not approaching for efforts in this regard because he intended to change the field but his effort for 10% promotion of APS to Superintendent. But everybody always ask the latest updates about the case but he did not pain. So, it my humble request to approach to the Finance Minister or Prime Minister for up-gradation of APS-16 to BPS-17 because it was time and Nawaz Sharif government going present the last Budget. NHA has recently in Jan' 2021 have very right granted Time scale promotion of BS-17 to 26 x APS and BS-16 to a lot of Steno Typists. IN my humble opinion it is a great example to follow and get BS-17, 18 & even 19 for APS as this is the most devoted cadre but has been only given a lollypop benefit of just one scale from BS-15 to 16 and we are now stuck in BS-16 whereas earlier we were stuck in BS-15. It is the time to use all your linkages as APS/Steno to get this legitimate right of up-gradation by quoting that LDC, UDC & Asstt have been up-grade 2 to 3 times then why not Steno/APS can not be given that benefit. For God sake do not waste more time and Khalid Bhai kindly come forward and guide us to get our right, we assure you that we will finance and support fully. May Allah give all of us courage and unity to get our right of time scale promotion for Steno/APS. As Federal Govt is not planning to remove anomalies of all deprived cadres who are stuck in one scale and going to up-grade all the cadres, it is the TIME to get this Time scale promotion and if we could not do this now then it would be a dream which will came true in a longer time. We must be realistic, one how can work with a so junior UDC or Asstt who was in BS-17/11 and now going to jump to BS-14/16 I think it would be a great munafaqat if someone says he can digest this, so please use your full force and raise voice on all the available platform to get this benefit of Time Scale Promotion for Steno/APS w.e.f. 2014 as was given to Clerical Cadre and Supdts. Be sure our case is very logical and strong and we can get this quite easily
