AOA everyone, I am fully agree with the comments of Mr. Shafique Mughal who is absolutely right on the issue of this illegal and unlawful upgradation in KPK as they are already enjoying the upgradation since 2007. Now, what is the value of a stenographer when the Sr. Clerks are equal to stenographer in KPK. I would like to ask Mr. Khalid Riaz (who is the leader as well as the Hero of our community) that we have to again struggle for our valuable rights which is guaranteed in the constitution or wait for a miracle. Please Mr. Khalid give some positive comments on my request. I also request to Mr. Shafique to please come forward and give helpful opinion as you know the Punjab Government has already played delaying tactics in our upgradation case and also keep light on the status of pre-mature increment case in Punjab. I would like to draw your attention towards the upgradation of clerical cadre in KPK. JC upgraded in BS11, SC in BS14, Asstt. in BS16 and Supdt in BS17. This attitude of KPK Chief Minister is quite un-acceptable by Stenographer cadre because before 2007, Stenographer was in BS12 and Asstt. in BS11 i.e. Assistant is below than Stenographer but in 2007, Assistant upgraded in BS-14 i.e. two step upper hand from Stenographer. KPK Govt upgraded Jr. Clerk in BS11,waoo what a funny. A matric based JC who don't know typing upgraded in BS11, while other categories i.e. DEO, Sub Engineer and many other are based on FA/BA but they are drawing BS10 and 11 and Sr. Clerk upgraded in BS14 equal to Stenographer. Why? what is the potential of a Senior Clerk who only handle the record but it is fact near about 100% Senior Clerk do not know record keepri, they do not maintain the record properly, they cannot placed Flag/Annexures in the files properly. Assistant upgraded in BS16. Khalid Sahib more than 80% Assistants do not know drafting of note/letters/office orders. All noting, drafting, letters and office orders are being issued through Stenographer and Assistant only forward the same to Officer Incharge for signature after putting initial.
Sir, I request your good honour that this notification which issued in your province i.e. KPK, therefore, the said notification be challenged in Peshawar High Court on the panel of Stenographer Association which you are leading. This is a discrimination against Stenographer cadre and other cadres working BS10 and 11 whose are FA/Graduate.
I once again requested that this notification be challenged in Peshawar High Court and obtain stay order immediately. I and other Stenographers will help you as financial. Delay in this matter will create future complications.
With due respect and humble regard of my seniors, I want to state with extreme sorry to Mr. Shafique Mughal Sahib that inspite creating hurdles in the up gradation of clerical cadre by getting stay order from Peshawar High Court or from other courts. The stenos community should fight their own battle either by convincing the government on the above mentioned points or through court.
Insha Allah we are trying to convence the Govt of KP for the Upgradation of Steno Cadre..... Stay on upgradtion of clarical posts is not the right direction
Aoa. Thanks to Riaz bhai for clarification about steno upgradation in kpk. The grievances of shafique mughal bhai kre natural. How ever if all means like dialogue and discussions turns into vain, legal battle is the last resort. I think the govt is looking sincere on the upgradation but secretaries are making hurdles. One can hope that meeting with govt minister or CM may vanish these hurdles.
Thanks for all friends on my comments, the posts of clerical cadre from Jr. Clerk to Assistant would not be upgraded as per present notification of KPK. In my opinion, only Jr. Clerk and Sr. Clerk be upgraded from 7 to 9 and 9 to 11 respectively. Assistant would not be upgraded as their grade BS14 is enough and Superintendent be upgraded in BS17 only who have passed FA exam.
We Stenographer cannot achieve our goal without going court of law, as we have upgraded in the year 2011 through court of law. Clerks are making hurdle in our cases.

Since up gradation of stenos, why the forum has become slow. I our leaders think that we have achieved enough then it is not fair. The steno community has badly kiked back. Several junior cadres either jumped to equal or at close difference. This injustice at any cost is not acceptable. Stenotypist two scales upgraded, Stenographer only one scale and selection grade Stenotypist and Stenographers are ignored. This is insult of our cadre. Please think, need struggle.
Aap ne bilkul sahi kaha. Khamoos nahi bethna chahyey. Time scale ka matter Finance Division me para he usey persue kerna chahya takeh kuch to behtri nazar aae.
The PS/APS is the most committed community. I think they deserve PS (BS-18) APS (BS-17) & Stenos (BS-16). If our struggle should be on the aforementioned proposal, the need for selection grade officials will finished. We have won the case from Service Tribunal, as is proposed above. Why we were forced to take APS=16 and Steno=14. Cannot we struggle on this base, this also required some expert opinion.

The summary for upgradation of Stenos ok KP. The CM KP constituted a committe under the chairmanship of Chief Secretary to look into the matter and report within 90 days.
Ministry of Finance in the last days said that Establishment Division will constitute a committee to consider the matter of time scale promotion case in all the cadres (BS 1-16). What is the up date Khalid Bhai.
The Punjab Government has issued the Notification for grant of time scale promotion to class-IV employees BS-1 to BS-4 with the length of 10 years service.

ReplyDeleteI am fully agree with the comments of Mr. Shafique Mughal who is absolutely right on the issue of this illegal and unlawful upgradation in KPK as they are already enjoying the upgradation since 2007. Now, what is the value of a stenographer when the Sr. Clerks are equal to stenographer in KPK. I would like to ask Mr. Khalid Riaz (who is the leader as well as the Hero of our community) that we have to again struggle for our valuable rights which is guaranteed in the constitution or wait for a miracle. Please Mr. Khalid give some positive comments on my request. I also request to Mr. Shafique to please come forward and give helpful opinion as you know the Punjab Government has already played delaying tactics in our upgradation case and also keep light on the status of pre-mature increment case in Punjab.

ReplyDeleteI would like to draw your attention towards the upgradation of clerical cadre in KPK. JC upgraded in BS11, SC in BS14, Asstt. in BS16 and Supdt in BS17. This attitude of KPK Chief Minister is quite un-acceptable by Stenographer cadre because before 2007, Stenographer was in BS12 and Asstt. in BS11 i.e. Assistant is below than Stenographer but in 2007, Assistant upgraded in BS-14 i.e. two step upper hand from Stenographer. KPK Govt upgraded Jr. Clerk in BS11,waoo what a funny. A matric based JC who don't know typing upgraded in BS11, while other categories i.e. DEO, Sub Engineer and many other are based on FA/BA but they are drawing BS10 and 11 and Sr. Clerk upgraded in BS14 equal to Stenographer. Why? what is the potential of a Senior Clerk who only handle the record but it is fact near about 100% Senior Clerk do not know record keepri, they do not maintain the record properly, they cannot placed Flag/Annexures in the files properly. Assistant upgraded in BS16. Khalid Sahib more than 80% Assistants do not know drafting of note/letters/office orders. All noting, drafting, letters and office orders are being issued through Stenographer and Assistant only forward the same to Officer Incharge for signature after putting initial.
Sir, I request your good honour that this notification which issued in your province i.e. KPK, therefore, the said notification be challenged in Peshawar High Court on the panel of Stenographer Association which you are leading. This is a discrimination against Stenographer cadre and other cadres working BS10 and 11 whose are FA/Graduate.
I once again requested that this notification be challenged in Peshawar High Court and obtain stay order immediately. I and other Stenographers will help you as financial. Delay in this matter will create future complications.

With due respect and humble regard of my seniors, I want to state with extreme sorry to Mr. Shafique Mughal Sahib that inspite creating hurdles in the up gradation of clerical cadre by getting stay order from Peshawar High Court or from other courts. The stenos community should fight their own battle either by convincing the government on the above mentioned points or through court.

DeleteAoa. Thanks to Riaz bhai for clarification about steno upgradation in kpk. The grievances of shafique mughal bhai kre natural. How ever if all means like dialogue and discussions turns into vain, legal battle is the last resort. I think the govt is looking sincere on the upgradation but secretaries are making hurdles. One can hope that meeting with govt minister or CM may vanish these hurdles.

DeleteThanks for all friends on my comments, the posts of clerical cadre from Jr. Clerk to Assistant would not be upgraded as per present notification of KPK. In my opinion, only Jr. Clerk and Sr. Clerk be upgraded from 7 to 9 and 9 to 11 respectively. Assistant would not be upgraded as their grade BS14 is enough and Superintendent be upgraded in BS17 only who have passed FA exam.
DeleteWe Stenographer cannot achieve our goal without going court of law, as we have upgraded in the year 2011 through court of law. Clerks are making hurdle in our cases.

ReplyDeleteSince up gradation of stenos, why the forum has become slow. I our leaders think that we have achieved enough then it is not fair. The steno community has badly kiked back. Several junior cadres either jumped to equal or at close difference. This injustice at any cost is not acceptable. Stenotypist two scales upgraded, Stenographer only one scale and selection grade Stenotypist and Stenographers are ignored. This is insult of our cadre. Please think, need struggle.

If our struggle should be on the aforementioned proposal, the need for selection grade officials will finished. We have won the case from Service Tribunal, as is proposed above. Why we were forced to take APS=16 and Steno=14. Cannot we struggle on this base, this also required some expert opinion.
