Subject:           GRANT OF PRE-MATURE INCREMENT ON UPGRADATION.

                       The FST vide its order dated 4.10.2012, in appeal No.315 & 316 (R) CS/2012 filed by Mr.Gulzar Hussain and Mr.Noor Muhammad has has directed the respondents to grant premature increment to the appellants on their upgradation. Earlier the FSt had passed a similar order in the case of Mr.M.Faryad Ahmad Accounts Officer AGPR, Sub Office lahore in his appeal No.(20(L) CS/2011 in due deference to the FST's orders the Finance Division has already issued its concurrence to grant of one premature increment to Mr.M.Faryad Ahmad on 14.5.2012.

                      CGA was requested  on 2.3.2012 to furnish details of financial implications involved if premature increment is allowed on all cases of upgradation from 24.10.1981 to 23.12.2011, separately. However, requisite information is still awaited.

                      A meeting to discuss the aobve issue is scheduled to be held on 23.1.2012 at 1500 hrs in the Committee Room of Finance Divison Islalmabad under the Chairmanship of Senior Joint Secretary (Regulations) Finance Division.

                     Kindly depute a senior officer to attend the above meeting.

AGAINST THE DISCRIMINATORY TREATMENT METED OUT WITH THE APPELLANT FOR NON-UPGRADATION OF THE POST OF STENOGRAPHER FROM BPS-16 (SELECTION GRADE) TO BPS-17 ON ONE TIME BASIS HELD BY THE APPELLANT WHEREAS THE SAME BENEFIT HAS ALREADY BEEN GRANTED TO THE EMPLOYEES WORKING IN DIFFERENT DEPARTMENTS. AGAINST WHICH THE APPELLANT PREFERRED DEPARTMENTAL APPEAL DATED 20.01.2012, WHICH HAS NOT YET BEEN RESPONDED DESPITE THE LAPSE OF STATUTORY PERIOD OF 90 DAYS THE APPELLANT APPROACHED THIS LEARNED TRIBUNAL ON 17.05.2012 BUT HIS APPEAL WAS RETURNED FOR RE-SUBMISSION ON OR BEFORE 31.05.2012. HENCE THIS APPEAL WITHIN 30 DAYS.

PRAYER IN APPEAL

It is humbly prayed before this Honourable Tribunal to accept this appeal and direct the respondents to up-grade the post of Stenographer held by the appellant in BPS-16 (Selection Grade) to BPS-17 on one time basis with effect from 23.12.2011, to remove the discrimination and disparity in the interest of justice.

Any other benefit which this Learned tribunal deems fit may also be granted.
