RE-DESIGNATION OF THE POST OF STENOGRAPHER (BS-16) AS ASSISTANT PRIVATE SECRETARY

Some Stenographers, presently working in the Division, have submitted applications for re-designation of their post as Assistant Private Secretary.

2. As per re-designation/up-gradation policy, the matter is required, in the first instance, to be concurred by the Establishment Division. HRM Wing is accordingly, requested to take up the matter with the Establishment Division for further necessary action at their end.

    Stenographers in our department according to the so-called rules i.e. Draft Recruitment Rules are eligible for promotion to the post of Stenographer (BS-16) / PA to DG/Consultants/Advisers. These rules are not yet signed / approved. So far w. e. f. 2004 i have not yet seen any promotion on these posts.

    Secondly some stenographers were promoted as Executive Officers (BS-16( gazetted in a DPC but they were reverted with the plea that under the draft rules stenographers are not eligible for promotion to the post of EO. They challenged the decision and the honourable court accept their request.

    Later on, some more stenographers have been promoted to the post of EO without involving court.

    Now in my case they again saying that you are not eligible for promotion to the post of EO. i challenged the decision and the honourable court also directed them that " avenues may not be closed for promotion. The department may consider inclusion of stenographer as a feeding category for promotion to the post of EO". but after a long time no decision has been communicated.

    Though some of the stenographers working in BS-16 were also redesignated as Executive Officer.

    Kindly advise.

      1. Should i go for departmental appeal for implementation?
      2. Or to wait for DPC (if they do not consider me than to file a case).
