Notices issued to Respondents by FST today (23.05.2011) for Implementation of the Judgement dated 6.12.2010 in appeal No.774 to 778 filed by Khalid Riaz.
Sir, Will u please clarify that the Antidation back date up gradation of Senior Auditors , Assistant Accounts Officer, Accounts Officers and Divisional Accounts Officers has been done w.e.f 12.09.2005 instead of 03-04-2010. Whether the up gradation of Stenos will also be effected from 12-09-2005 instead of 04-03-2010. Please clarify. Muhammad Aslam Saifi Steno-typist Faisalabad GPO
Star Rice/ Khalid Munir Advocate attention plz I along with some other steno typists B-14 of Pakistan Post Department would like to share our problem that we were appointed as Steno typist in above said Deptt, in 1978/1980.One percent quota for steno was reserved and some PAs were promoted against one percent quota to the cadre of Admn Officer. Since 1980 no steno has been promoted against reserved quota, resultantly we all are even having 32/34 years service, could not be promoted to the Post of Admn Officer or Asstt, Director. Kindly guide us whether when and how can we file our promotion case through your honor in FST. Thanks Star Rice. I am serving in Pakistan Post Office Department. Pakistan Post office is the Federal Government Department and follows allGovernment Rules and Regulations.
2ndly I am trying to contact with admin section Karachi to collect the copy of rules regarding one percent quota reserved for stenos.
3rdly my question is not replied about date of commencement of the up gradation of steno.
OK tell me that you have suprintendent posts in Post Office? If yes then According to ESTA CODE 1990 Edition 10% Quota reserved for Stenographers as Suprintendent BPS-16. And My case of promotion is also under trial at FST Islamabad and next date of hearing is fixed by FST (03.06.2011).
Sir, I tried to locate the relevant rule from ESTA Code 1990 but in vain. Would you please favor to locate the correct chapter and rule number? under which 10 percent quota reserved for stenographers has been mentioned? Short history is that I am working as steno typist B-14 since 1980 in Pakistan Post Office Department. My senior is stenographers in B-15. Since 1980 no stenographer B-15 could be promoted as Superintendent (B-16) quota reserved for stenographers. Thus all B-12/B-14 steno typists also could not be promoted to the next cadre of Stenographer B-15 since 1980 inspite having 30 to 34 years service in this department. If my only one senior stenographer (B-15) could be promoted to the cadre of Superintendent (B-16) against reserved quota with effect from 1980, resultantly I too automatically could be promoted to the next cadre of Stenographer B-15 and then Superintendent B-16.
