Upgradation of Stenographers, Stenotypists and Private Secretaries

The Supreme Court of Pakistan upgraded the posts of Junior Auditor(BPS-11), Senior Auditor(BPS-16), Assistant Accounts Officer(BPS-17), Divisional Accounts Officer(BPS-17) and Accounts Offer(BPS-18) with effect from 04.03.2010 in the Department of Controller General of Accounts Islamabad. The posts of Stenographers, Stenotypists and Private Secretary were not upgraded. The Stenographers file an appeal to the Head of Department but their request was not acceeded to. Then an Appeal Nos.774 to 778(P)CS/2010 file by Khalid Riaz and 4 others Vs Controller General of Accounts and other in the FST Islamabad. On 6.12.2010 the FST remanded the Department and ORDER PASSED IN APPEAL NO. 774 TO 778 (P)/
CS-2010 FILED BY MR.KHALID RIAZ & OTHERS VS CGA ETC. The wording of the FST are

"the appellants are Stenotypist and Stenographers. Their request is that their posts be upgraded as has been done in the other departments. The request of the appellants shall be considered by the Establishment Division, Controller General of Accounts and Finance Division sympathetically". With this direction, the appeals are disposed off.

The case was referred to Establishment Division and Finance Division for advice for the implementation of the ibid judgement.

The Finance Division send the case to the Controller General of Accounts, AG Khyber Pakhtunkhwa and Establishment with the request " to kindly be informed Finance Division to what action has been taken with reference to FST Judgement in the instat case.

DEAR ALL STENOGRAPHERS, STENOTYPISTS AND PRIVATE SECRETARIES PRAY FOR THE UPGRADATION OF THE CASE.

    In Establishment Division there is more then 35 to 40 LDC and Assistant well known about computer. if the computer literacy is the base to up-gradation first u have to upgrade the your own officials

    service issue is relates to establishment division and there is main roll of establishment and make to defence the case strongly.

    steno typist and stenographer are already upgrade in 83 or 84 in 12 and 15 from same education now u do it again its make dangers effect on service scale.

    I appreciate to enhance grade of Stenotypist and Stenographer but those Stenotypist and Stenographer has been retired in January and April, 2011 even July, 2001 whether he can enjoy these up-gradation or not but no why I have not given services to the Government. Please considered about the retired who has been retired most recently. I hope u will consider the same grade. thanks

    i have nothing to say but weldon Mr. Khalid Riaz Efforts made by you are un-forgetable for all of us, upgradation is also essential but infact you are fighting for rights this is main characteristic, "Khalid" will stay/live in heart of Steno Community for ever. we are all with you, God bless you dear.

    I appreciate endless efforts of Mr. Khalid Riaz and others for up-gradation of Stenographers but it is unjust for those Stenotypists/Stenographers who are working in selection grade BS-14 and BS-16 for the last 15 years but their up gradation for next scales i.e. BS-16 and BS-17 have not been considered. I request particularly to Mr. Khalid Riaz who is Quaid-e-Azam of Stenographers/S.Typist to not only raise the issue of up gradation but also keep struggling until unless it becomes another extra ordinary achievement made by him for up-gradation in favour of Stenotypists/Stenographers who are in BS-14/BS-16 .

    Whether case regarding promotion of Senior Private Secretary BPS-19 to BPS-20 on completion of 17 years service in BPS-17 and above is process at any level with the Establishment/Finance Division? If yes, then please reply with reference i.e. correspondence of the said Departments.
